Single source and count disagreement. These are official-publisher files, one source. Patch 1.7 says 40 Pokémon truly transform; the current file gives 39 species / 41 Mega-related keys. The file has Charizard X and Mewtwo Y, not a Charizard X/Y pair. The SKYTEMPLE entry belongs to Zygarde. No missing variants have been inferred.

The types column is the ordinary species type in PB.DEX. It is not a claim that Mega changes type. Names and keys below identify game entries, including forms that differ from the main-series Mega roster.

When to use Mega

Editorial opinion. Use the short window when a fight over an objective is already in range, when a finishing attack matters, or when speed and reduced incoming damage can save a retreat. This is timing advice derived from the 7-second duration, not match evidence.

Mega versus regional skins

A Pokémon without a Mega sprite gets a power aura with the same combat multipliers. Regional skins instead provide regional types and regional move options; they are a separate system. Having a sprite entry does not establish account ownership or current event availability.

Questions

Why does my Pokémon only glow?

The public interface text says Pokémon without a Mega form get a power aura with the same boosts.

How many Mega Pokémon are there?

Current forms-data.js has 39 distinct species and 41 Mega-related keys. The official 1.7 note says 40 Pokémon truly transform. Both counts are retained as a single-publisher disagreement.

Can I use Mega before the final evolution?

No. First-use cost 1.8 / 1.5 / 1 describes families with one / two / three stages; it does not permit Mega at earlier stages.
